Canada spends more on higher education R&D as a proportion of GDP than any other country in the G8. Its 2009 budget foresees funding of Can$ 2 billion to refurbish and improve infrastructure at universities. The government's 2007 S&T strategy aims to ensure Canada's position at the forefront of research and innovation. Still, some think all of this might not be enough to attract and maintain the best researchers.
