International scientific and technical cooperation have the potential to be one of America's most powerful and effective soft-power instruments for a constructive foreign policy. A recent public opinion poll in Muslim countries found that although US foreign policy and cultural values were not highly regarded, US achievements in science and technology earned the highest respect and admiration.  Dialogue among scientists can often contribute to the resolution of issues that elude politicians.
 
Therefore support for international scientific and technical cooperation must be a vital element in the formulation and execution of foreign policy. It is essential to keep repeating that message and reminding policy makers of this critical link between science and international relations.  In the cacophonous world of policy making, without a constant reminder, that capricious razor in the foreign affairs area - called "responsible budgeting" - can so easily fall on science as it often has in the past.

Fulbright-Schuman Program for Lecturing: Call for Applications
Fulbright offers 11 to 13 Fulbright_Schuman_Program on EU affairs or US-EU relations at an accredited American university or independent research center. Candidates must be EU citizens, and will be placed in an appropriate US institution for a period of 3 to 10 months. Deadline for applications is by March 1, 2009. ERC Starting Grants 2008 Call for Proposals
The European Research Council announced the 2008 Call for Proposals for ERC Starting Grants for early career independent researchers of any nationality. Research fields: any field of science, engineering & scholarship. Submission deadlines are October 29 (Physical Sciences and Engineering), November 19 (Social Sciences and Humanities), and December 10 (Life Sciences). EUR 35 million for the establishment of new Ludwig Boltzmann Institutes!
The Ludwig Boltzmann Society announced a call for proposals for the establishment of new Ludwig Boltzmann Institutes in the fields of Social Sciences and Humanities, as well as Life Sciences. 2nd bridges Lecture with Norman Neureiter on December 15

Join the OST on Dec. 15 for its 2nd bridges lecture at the Embassy of Austria in Washington, DC. Norman Neureiter, bridges columnist and director of the AAAS Center for Science, Technology and Security Policy will discuss with the audience "The Internationalization of Science - What's in the Future for US Science and Science Policy?" The conversation will be moderated by Warren Leary, a science correspondent for The New York Times.

Workshop "Internationalization of Research and Graduates Studies and its Implications in the Transatlantic Context," Georgia Tech, Atlanta, 17-18 November 2008
The workshop took place under the French Presidency of the European Union and was co-organized by the Delegation of the European Commission, the French Embassy to the US together with Georgia Tech and the National Science Foundation. It provided a forum for research leaders and policy-makers at universities and research institutes, as well as scientists with experience of research abroad to discuss issues related to researchers’ mobility and transatlantic collaborations. Austrian Science Talk 2008 in Chicago
The Austrian Science Talk 2008 took place on October 4 in the Knickerbocker Hotel in Chicago. Organized by the Federal Ministry for Transport, Innovation and Technology, brainpower austria, Ascina and the OST, the topic of this year's Talk was "The Magic Triangle of the Future: Research, Industry and Education". The event provided an excellent opportunity for networking with other scientists and representatives from Austria. Please view the official agenda in English and German.
Wendelin Schmidt-Dengler, Austrian Scientist of the Year 2007
The Office of Science & Technology and the Austrian Cultural Forum in Washington, D.C., commiserate on the loss of Austrian philologist and literary scientist Professor Wendelin Schmidt-Dengler, who passed away unexpectedly on Sunday, September 7, 2008. We would like to express our deepest condolences to his family, friends and colleagues. The planned lecture “Austrian Literature after the Fall of the Iron Curtain: A Diagnosis” with Professor Wendelin Schmidt-Dengler on October 1, 2008 was cancelled.
