bridges vol. 17, April 2008 / Bills in Brief U.S. S&T Policy News On February 7 the House passed the expansive College Opportunity and Affordability Act of 2007 (COAA - H.R. 4137) with a vote of 354 to 58. The bill is the counterpart of the Senate's bill passed last summer. Both have the goal of reauthorizing the Higher Education Act (HEA) which hasn't been renewed since 1998. The House bill now must be reconciled with the Senate reauthorization bill that was passed last summer; for this purpose, the Senate and House passed a one-month extension on March 13 to allow the necessary time to reconcile their versions for final approval.
