Fee exemption for visa-applications for exchange-scientists incoming with Austrian Academies of Science
As of August 2003 there will be no charge anymore for the issuance of visas for scientists who visit Austria within the Scientists-Exchange-Program of the Austrian Academies of Science (ÖAW). These visa applications are to be regarded of national public interest. An amendment to the "Konsulargebührengesetz" to be expected for September 2003 should also grant fee exemptions for guest scholars and researchers who visit Austria with others than the ÖAW-programs.
Scientists Express Solidarity With The Austrian Science Fund FWF – More Than 1500 Scientists Have Signed A Petition In Support Of The FWF.
In a press conference on September 11 in Vienna, renowned Austrian scientists – amongst them Anton Zeilinger und Josef Penninger – expressed their solidarity with the Austrian Science Fund (FWF). The Science Fund has suffered a decrease in its budget by 20% this year, while at the same the Fund’s autonomy is currently threatened by government plans for the re-organization of the federal research funding system. € 75,9 million are available to the FWF this year (compared to € 92.2 million in the previous year). The reason for the decrease is the lack of extra funds from the Aus-trian Council for Research and Technology Development. Additional funding will be available again next year. Due to this situation, the Science Fund was not able to fund a single project since June and recently had to cancel a project aimed at improving research infrastructures. Anton Zeilin-ger called for long-term financing on a constantly high level for the Science Fund as a means of combatting brain-drain and frustration among young researchers. Referring to the employment market for young researchers, the FWF’s president Georg Wick pointed at the fact that the FWF funds 2000 research jobs yearly. “One cannot ‘switch off’ Scietists in 2002 and ‘turn them on’ again in 2004,” Wick is quoted in a press release of the Austrian Press Agency (APA).
Funding by the Austrian Industrial Research Promotion Fund (FFF) pays off
Companies receiving funding from the Austrian Industrial Research Promotion Fund (FFF) invest more than double in research activities than non-FFF-funded enterprises. As of September 2003 the FFF is funding 630 research projects with a total value of € 175,3 million.
Tenth Anniversary Of The Bureau For International Research And Technology Cooperation BIT – Günther Bonn Inaugurated As New President
On July 9, Günther Bonn took over the presidency of the Bureau For International Research And Technology Cooperation (BIT) from Raoul Kneucker, who presided over the BIT as the bureau’s first president since 1993. In a speech Research Minister Elisabeth Gehrer thanked Mr. Kneucker for successfully building up and consolidating the BIT . Mr. Bonn is professor at the University of Innsbruck and vice-chairman of the Council for Research and Technology Development. The BIT was founded by the Austrian government and the Austrian Chamber of Commerce and offers services to companies, universities, independent research institutes participating in European and international research programmes, especially in the Framework Programme of the EU, EUREKA and INTAS. In addition, as the coordinator of the INNOVATION Relay Centre Austria, BIT is actively involved in the transfer of new technologies and in other measures supporting innovation.

Das Forschungsorganisationsgesetz 1981 (FOG) regelt die Grundzüge der einheitlichen Berichterstattung über die Verwendung von Bundesmitteln, die zur Durchführung wissenschaftlicher Arbeiten an vom Bund verschiedene Rechtsträger gegeben wurden („Faktendokumentation“). Soweit nicht aus Gründen der Landesverteidigung eine Geheimhaltung geboten ist, besteht eine Meldepflicht aller BundesministerInnen an die/den zuständigen BundesministerIn für Wissenschaft und Forschung.
Frauenbericht 2002 des Bildungsministeriums veröffentlicht
Der Frauenbericht des BMBWK wurde als erweiterten Sonderdruck zum Hochschulbericht 2002 publiziert. Er gibt einen Einblick in die Situation der Frauen an den Universitäten und Universitäten der Künste und zeigt die Aktivitäten des Ressorts in den Bereichen Frauenförderung und Gleichbe-handlung auf.

New Support Program For Industrial Competence Centers And Networks in Austria
The Austrian Federal Ministry of Economic Affairs and Labour has announced a new support scheme for Industrial Competence Centers and networks based on the concept of economical-technological clusters. The competence centers and networks excel in industrial research, technology transfer and quick realization of marketable research results. The program is managed by the Austrian Industrial Research Promotion Fund (FFF) and the Christian-Doppler-Society (CDG).
Competence Center for New Media founded in Salzburg
The NewMediaLab (SNML), an industrial competence center for new media, was founded in Salzburg. SNML, which will be managed by „Salzburg Research“, will concentrate on workflow management in the content business, content-driven e-business, e-learning, digital content engineering and semantic web. The Austrian Broadcasting Cooperation (ORF) and Joanneum Research will be among the participating institutions.
New Austrian Platform for Arabidopsis Research
The newly founded „Austrian Platform of Arabidopsis Research“ (APAR) is supported by the Austrian Science Fund FWF and will facilitate research in the field of molecular plant biology. The founder of APAR is the winner of the 2001 Wittgenstein-Prize Heribert Hirt. Mr. Hirt is also member of the international network „MASC–The Multinational Arabidopsis Steering Committee.“
New Initiative Addresses Corporate Social Responsibility
The Austrian Federation of Austrian Industry, the Austrian Chamber of Commerce and the Austrian Federal Ministry of Economic Affairs and Labour have recently launched the „Initiative CSR Aus-tria“ (CSR: Corporate Social Responsibility). This initiative aims at boosting the public dialogue on CSR between industry, politics and civil society. The internet platform already offers more than 100 examples for corporate social responsability in Austria and other countries. Relevant activities of the EU, the UN, the OECD and ILO are also described on the CSR webpage.

As of September 2003, the „Anniversary Fund Of The City Of Vienna For The Austrian Academy of Sciences“ will fund 6 research projects in the field of natural sciences, medicine and social sciences in the amount of EUR 182.200. The Anniversary Fund was created in 1997 and was endowed with EUR 50 million. Annually approximately EUR 150.000 – EUR 200.000 are commited to research projects.
Neue wissenschaftliche Bestandsaufnahme der EU-Mitgliedschaft Österreichs
Ein bei Böhlau/Wien erschienener zweisprachiger (Deutsch/Englisch) Band bietet eine wissenschaftliche Bestandsaufnahme zu Österreichs EU-Mitgliedschaft seit 1995. Unter anderem werden innenpolitische Perspektiven der Folgen des EU-Beitritts für das Bildungssystem, für Gesellschaft, Wirtschaft und Politik aufgezeigt sowie außen- und sicherheitspolitische Fragen behandelt. Daneben geht es um das Spannungsfeld zwischen Klein- und Mittelstaaten und verschiedene Sichtweisen des "Anlassfalls Österreich" im "annus horribilis" 2000.

Scientific Citation Index: Austria Ranks Twentieth
Recently the U.S. magazine „The Scientist“ published a ranking of countries and regions based on scientific citations. The data were collected by the Institute for Scientific Information (ISI) of Philadelphia; the ranking was carried out by the London-based Centre for Advanced Spatial Analysis. Among 27 countries, Austria, Russia, India and Ireland finish twentieth, each with 2 highly-cited scientists per 1000. The winner ist the U.S. (815 “highly-cited” researchers), followed by the U.K. (100), Germany (62), Canada (42) and Japan (34). Taiwan, Singapur, Portugal, Norway, Hongkong and Finland rank behind Austria (only one “highly-cited” researcher each).
The most research-friendly regions are the Bay Area in California (96 citations), followed by Boston (89) and the Washington D.C. (85) area.
Regarding universities, Harvard comes in first (52 "highly-cited" researchers), followed by Stanford University (36), the University of California (30), the Massachusetts Institute of Technology (26) and the National Cancer Institute (19).
Bündelung der Förderstrukturen in Austria Wirtschaftsservice rechtlich abgeschlossen
Die Innovationsagentur wurde im August mit der für die Förderung junger Start-up-Unternehmen zuständigen Austria Wirtschaftsservice GmbH (AWS) fusioniert. Im September übersiedelte die AWS, in der bereits die frühere Finanzgarantiegesellschaft FGG und die Mittelstandsfinanzierungsgesellschaft Bürges zusammengefasst sind, zusammen mit dem ERP-Fonds in die Wiener Ungargasse, wo das neue Kundencenter im Oktober seine Pforten öffnen wird. Die Förderprogramme der Innovationsagentur bleiben unter der neuen Marke Austria Wirtschaftsservice ebenso bestehen wie die bisherigen Ansprechpartner. Mit einer neuen Homepage erhalten die heimischen Förderungseinrichtungen auch einen neuen Internetauftritt.
Neue Beratungsstelle der NÖ Technologie- und Innovationspartner
Die Technologie- und Innovationspartner des Landes und der Wirtschaftskammer Niederösterreich (kurz TIP) gründet eine neue Beratungsstelle "TIP International". "TIP International" in St. Pölten versteht sich als Anlauf- und Beratungsstelle für UnternehmerInnen, die für ihr Projekt eine internationale Unterstützung in Anspruch nehmen wollen. Konkret geht es um die internationalen Programme 6. EU-Rahmenprogramm, EUREKA und Innovation Research Center (IRC).
„Innovation- und Technology Transfer Salzburg Ltd.:“ Memorandum Of Association Signed
The „Innovation- und Technology Transfer Salzburg Ltd.“ („Innovations- und Technologietransfer Salzburg GmbH“ – ITG) will facilitate the cooperation between SMEs and research institutions in the Austrian province of Salzburg. Members of ITG are the government of Salzburg, the Salzburg Research Ltd., the Chamber of Commerce, the Fachhochschule Salzburg, the University of Salzburg, the „Techno-Z-Association“, the Federation of Austrian Industries and the „Agentur Salzburg Ltd.“ Amongst services for universities and extra-university research institutes, ITG will supply companies with „innovation services.“
New „European Competence Center for Water“
The Austrian Red Cross recently initiated the foundation of the „European Competence Center for Water“ (ECCW). „Flood management“ will be one of the main fields of work for the new organisation based on international cooperation of relief organisations, research institutions and enterprises. International projects in which approximately 80 Austrian experts are involved, have already begun in Vietnam, Zimbabwe and Mozambique, according to a report by the ORF Science Channel.

Internationale Positionierung Österreichs als Studienstandort
Barbara Weitgruber, Leiterin der Sektion VI des BMBWK "Wissenschaftliche Forschung und internationale Angelegenheiten - Bereich Wissenschaft" bezeichnete auf der ÖAD Auslandsbürotagung 2003 im Technikum Wien eine Kooperation der einzelnen Bildungsinstutionen als wichtige Voraussetzung für eine Positionierung des Hochschul- und Wissenschaftsstandortes Österreichs im entstehenden europäischen Bildungsraum. Bei der Profilbildung der einzelnen Institutionen ist es, so Barbara Weitgruber, besonders wichtig zu bedenken, inwieweit Internationalisierung Teil der Strategie, der Ausrichtung der Hochschulen sei. Internationalisierung müsse in allen Bereichen, ob Servicesektor, Lehre oder Forschung verankert sein, damit sie als Gesamtkonzept erfolgreich sein kann. Eine Analyse der drei Begriffe Internationalisierung, Globalisierung und Europäisierung im Zusammenhang mit der ungeheuren Zunahme an Studierendenströmen aber auch an anderen Formen der internationalen Zusammenarbeit seit Ende der 80-er Jahre präsentierte Hans Pechar, Leiter der Abteilung Hochschulforschung des Instituts für Interdisziplinäre Forschung und Fortbildung (iff).
Laut der jüngsten bildungspolitischen Analyse der OECD habe sich die Zahl der ausländischen Studierenden im gesamten OECD Bereich verdoppelt. Als Erklärung hierfür führt Pechar die weltweite Vernetzung an, die unter anderem durch die gesunkenen Transaktionskosten leichter geworden sei. Motive für den Internationalisierungsschub waren in der Vergangenheit vor allem eine Bereicherung im ideelen Sinn, eine Öffnung zu anderen Kulturräumen, und die Überwindung von Provinzialismus und nationaler Verengung. An diese Stelle ist nunmehr ein wettbewerbsorientiertes Denken getreten. Durch die globale Vernetzung im wirtschaftlichen Bereich werden interkulturelle Erfahrungen, Fremdsprachenkenntisse zu unverzichtbaren Qualifikationsbestandteilen. Durch die Globalisierung steige auch der Erwartungsdruck auf die Hochschulen. Neben jenen Motiven der Internationalisierung komme gleichzeitig in verstärkten Ausmaß das Moment der Europäisierung als Handlungsmotiv hinzu - Aus Sicht der Europäischen Kommission als Chance die europäische Integration voranzutreiben, aus Sicht der handelnden Akteure als enorme Erweiterung der Möglichkeiten. Master of Advanced Studies in Nano-Analytics At The Graz University Of Technology
As of autumn 2003, the Graz University of Technology (TUG) is offering a post-graduate program in nano-analytics in cooperation with the University of Graz and Joanneum Research. The course is especially addressed at professionals already working in the field of nanotechnology. The course will be managed by the head of the Institute of Electrical Engineering, Emil List.
Best Paper Award For Secure Information and Communication Technologies
Martin Feldhofer is the first winner of the „Best Paper Award“ of the „Secure Information and Communication Technologies“ (SIC) Foundation. SIC was established by the Vienna University of Technology (TUW). Mr. Feldhofer’s paper is „A Proposal for an Authentication Protocol in a Security Layer for RFID Smart Tags.“ As a result of his excellent paper, he was also invited to participate in the conference "ACSAC 2003" in December in Las Vegas.
Spin-Off Of The Vienna University of Technology Finalist At World Technology Awards 2003
Innovative enterprises were honoured at the annual "World Technology Summit" in San Francisco. Lixto, a spin-off of the Vienna University of Technology (TUW), was amongst the finalists and won the „World Technology Award“ in the category „Information Technology – Software“ (Department of Databases and Artificial Intelligence at the TUW). The other finalists were IBM, LTU-Technologies and The Moves Institute. Lixto Software was founden in 2001 and produces software for industrial process automatisation.
A New Christian-Doppler-Laboratory To Make Floods More Predictable
The board of trustees of the Christian-Doppler-Society (CDG) approved the foundation of a new CD-Laboratory for the survey of soil quality to prevent floods using satellite data. The institute will be headed by Josef Jansa and will collaborate closely with the Vienna University of Technology and a number of SMEs.

World Space Week 2003, October 4th-10th, 2003
The World Space Week was initiated by the United Nations and is conducted worldwide on an annual basis. The overal goal is to enhance, foster and share information on space sciences and broaden the public understanding of this science. Symposium in recognition of Austrian mathematician Wolfgang Schmidt
The Erwin Schrödinger Institute for Mathematical Physics organizes with other partners an international scientific symposium on "Diophantine Approximation" in honor of the 70th anniversary of the renowned Austrian mathematician Wolfgang Schmidt. The Symposium will take place in Vienna, Austria. Schmidt studied in Vienna and while always returning to Austrian Universities he completed major parts of his research in the United States. Since 2001 he is professor emeritus of the University of Boulder; Colorado. Schmidt already excelled with his dissertation in 1955 and topped his early achievements with numerous internationally recognized papers, mostly in the field of numerical mathematics. Wolfgang Schmidt is commonly referred to as mathematical "superstar"(read more to his bio in German).
New Method for Transplanting Jaw-Bones
Günter Schultes, a surgeon specialized on transplantation surgery at the University of Graz, has developed a new method for the production of transplants for jaw-bones. The new method requires the extraction of tissue from the hip-bone which is put into a model of the jaw-bone that will be replaced. Subsequently, the the model is implanted into the arm-pit – where blood circulation is usually undisturbed – for 3 months. The main benefits are the low costs for the implant and the fact that the patient spends only little time in the hospital and is hardly handicapped during the treatment phase.
First successful Tongue Transplantation Worldwide in Vienna
The first successful tongue transplantation was carried out at Vienna’s „Allgemeines Krankenhaus“ (AKH), Austria’s largest hospital. The 42 year-old patient is suffering from a malignant tumor affecting his tonsils, lips and jaw-bone. The operation on July 19, 2003 took 14 hours.
Innsbruck’s Radiodiagnosticians Win Prize At The Congress of The World Federation for Ultrasound in Medicine and Biology
At the congress of the World Federation for Ultrasound in Medicine and Biology in June in Montreal, the presentation of the radiodiagnosticians of the Innsbruck University Clinic won the second place. Gerd Bodner, Peter Kovacs, Hannes Gruber, Siegfried Peer and Werner Jaschke were honoured for their presentation concerning "High-resolution ultrasound of the periphery nerves of the upper and lower extremities“. Gerd Bodner’s team of researchers and medical doctors is among the world leaders in ultrasound diagnostics.
Innsbruck’s Experimental Physicists visualize ultra-cold molecules
Rudolf Grimm’s team of quantum physicists at the Institute of Experimental Physics at the University of Innsbruck – for the first time ever! – managed to directly visualize ultra-cold molecules produced in a Bose-Einstein condensate. Incidentally, Rudolf Grimm, Hanns-Christoph Nägerl – winner of the Austrian START-prize, Cheng Chin, Tino Weber, Michael Mark, Tobias Kraemer und Jens Herbig of the University of Innsbruck also broke the record for the lowest temperature for ultra-cold molecules by the factor 1000. Science Magazine online covered the event.
Austrian Scientists Develop The World's Smallest Electrocardiogram
The smallest high-speed electrocardiogram worldwide dubbed "HeartMan," is a co-production of Joanneum Research of Graz and the University of Graz. Recently "HeartMan" was successfully put to the test during an expedition in the Himalaya Region. The electrocardiogram will be used for stress-related and cardiological research and as of September the "HeartMan" will be put to use in a study looking into the stress of flight attendants.
Viennese Scientists Discover Possible Replacement For Embryonic Stem Cells
Researchers from the Laboratory of Prenatal Medicine and Genetics at the Vienna University Clinic of Gynecology have discovered cells in the amniotic liquor that seem to have the same pluripotent properties as embryonic stem cells. Further research will take another five to ten years. If the findings of the Viennese researchers can be confirmed and validated, the ethical problems surrounding the use of embryonic stem cells might be solved, according to a report of the ORF Science Channel.
Wiener Wissenschaftstage – Vienna Science Days
This year’s “Vienna Science Days” will take place from October 19 till October 30. Approximately 50 scientific and research institutions are expected to participate. A series of special events including an international symposium about urban development will be dedicated to “Life in the City.” Additionally, the Science Days will contribute to the internationalisation of Viennese research institutions.
New Head Of The Institute For Biomedical Aging Research Of The Austrian Academy Of Sciences
As of July 1, Beatrix Grubeck-Loebenstein is the new head of the Institute for Biomedical Aging Research of the Austrian Academy of Sciences. She follows Georg Wick who took over the presi-dency of the Austrian Science Fund. Mrs. Grubeck-Loebenstein is associate professor of general and experimental pathology at the University of Innsbruck and clinical associate professor of medicine at the Vienna University of Medicine. She is also member of the "Vaccination Committee" of the Austrian Supreme Health Authority and the co-ordinator of the task force "Vaccination" of the International Association of Gerontology. Beatrix Grubeck-Loebenstein received her internal medi-cine training at the University of Vienna and at the Charing Cross Sunley Research Center in London, UK.
New Voice-Over-IP Emergency Telephone Network
VA TECH SAT, headquartered in Vienna, has developed a voice-over-IP emergency telephone network based on Cisco Systems’ IP-telephone technology. The new system dubbed “SAT IPPS” – especially adapted for use in road tunnels and public transport – will be marketed worldwide.
New Training Course For Public Relations Management In The EU
Starting November 7, ibis acam Ltd. will offer a 6-months training course in cooperation with the Public Relations Association Austria regarding “PR-management with special emphasis on the European Union.” The lectures will be held by academics and practitioners alike, Michael Eipeldauer – a long-standing PR-expert from the European Parliament – will be in charge of the EU-specific courses. Besides conceptual design, media and communication skills, lectures and courses will also cover the “operating mode” of the European Union, of public affairs and lobbying. The tuition fee is EUR 2.900.

European Science Prize Awarded To Carl Djerassi
Austrian-born chemist an inventor of the „anti-baby-pill“ Carl Djerassi was awarded the European Science Prize – the Erasmus Medal – on September 11 in Graz. He received the prize from the “Academia Europaea” for his lifetime achievements. Mr. Djerassi, who fled from Nazi-occupied Vienna in 1939, is U.S. citizen and at the age of eighty has re-applied for the Austrian citizenship. In 1999 Mr. Djerassi was already decorated with the Austrian medal of honour for achievements in science and art (Österreichisches Ehrenkreuz für Wissenschaft und Kunst).
Chemist Günther Bonn Awarded "Halasz Medal "
Günther Bonn was honoured with the "Halasz Medal Award 2003" in September by the German Halasz Foundation. The award ranks among the highest in the field of analytical chemistry. Günther Bonn, head of the Institute of Analytical Chemistry and Radiochemistry at the University of Inns-bruck and vice-chairman of the Council for Research and Technology Development, recently also took over the presidency of the Bureau For International Research And Technology Cooperation (BIT). He was honoured for his pioneering research in the field medicinal diagnostics.
Lifetime Award for Harry Noller
The American researcher Harry Noller, Robert L. Sinsheimer Professor of Molecular Biology at the University of California, Berkeley, received the first Lifetime Award of the RNA-Society at their 8th annual meeting that took place in Vienna from July 1 to July 6. Using X-ray structure analysis, Harry Noller was the first scientist to ultimately decipher the structure of ribosomes.
Tiroler Innovationspreis 2003 an Lindner, Swarovski-Optik und Walder
Der Tiroler Innovationspreis 2003 ging an die Traktorenhersteller Lindner, Swarovski-Optik und das Unternehmen Walder. Insgesamt 52 Projekte waren eingereicht worden. Der Innovationspreis wurde von der Tiroler Wirtschaftskammer und dem Land Tirol 1993 geschaffen.
Fifteenth anniversary of Ariadne Press of Riverside, California at the Literaturhaus in Vienna
Professor Wendelin Schmidt-Dengler of the University of Vienna gave a lively and informative presentation on "Absenz und Präsenz der Literatur Österreichs in der Ferne" to a captive audience. On display were the 200 volumes published to date by Ariadne Press, a publishing house which specializes in introducing Austrian writers to the United States. Most of the titles consist of English translations of authors from Bachmann, Brandstetter, Doderer, Frischmuth, Gstrein, Handke, Henisch, Kokoschka, Loos to Wiesenthal, Winkler and Zweig, to mention only some of the names. - Schlussfolgerungen zu geplanten Forschungsinvestitionen
Auf Basis der Informellen Ministerkonferenz in Rom "Which policies for a competitive Europe in a global market" (11.-12.7. 2003) wurden innerhalb der Ratsarbeitsgruppe Forschung Schlussfolge-rungen zu den europaweit geplanten Forschungsinvestionen (3% des BIP bis 2010) vorbereitet. Die Mehrheit der Mitgliedstaaten sprach sich allerdings gegen eine Aufweichung des Stabilitätspaktes aus; Adressat der Schlussfolgerungen sind nämlich vorwiegend die Privatfirmen und Investoren, von denen 2/3 der erforderlichen Gelder kommen sollen. Die EK hat einen Vorschlag in Ergänzung des Spezifischen Programms für FTE 2002/834/EG (Stammzellenforschung) vorgelegt, der unter bestimmten Bedingungen die Förderung der For-schung aus Mitteln des 6. Rahmenprogramms an überzähligen Embryonen ermöglichen soll. Die schärfsten Gegener dieses Vorschlages sind Österreich und Deutschland. - Agriculture: No Ban On GM Crops For Austria, Rules Commission
In a landmark decision, the European Commission has rejected an Austrian region’s request to ban genetically modified crops and become a GM-free zone, arguing that such a moratorium contra-venes the EU Treaty. Following months of investigation, last week the Commission turned down Upper Austria’s request for a temporary three-year ban on GM crops. Austria had invoked the envi-ronmental protection clause of the EU Treaty in March to justify its desire to ban GM seed on the grounds that the issue of ‘co-existence’ between GM and non-GM crops has not yet entirely been resolved. Despite the Commission’s decision, Upper Austria is determined to push ahead with its attempts to create Europe’s first “statuary GM-free farming zone”. According to press reports, the Upper Austrian government will fight the order at the European Court of Justice. At the heart of the matter are issues of safety and co-existence – the ability of GM crops to be grown without contami-nating nearby conventional or organic crops. Environmentalists and anti-GM campaigners believe that GM crops should be banned because there is insufficient evidence of the long-term impact of growing them. They also think that the possible risk of contaminating other crops justifies such a ban.
- Marie Curie Actions: Boosting Europe’s brain power
As the shortage of researchers in Europe becomes more acute, the European Commission has re-leased a communication proposing a course of action to enhance researchers’ careers in Europe. Although the EU produces more science and technology graduates than its major rivals, fewer re-searchers actually make it into the workforce. In Europe, just over five workers in every thousand are researchers, whereas in the United States the figure is more than 8.5 and in Japan it is nearly 10. Boosting R&D investment to 3% of national income – as EU leaders had agreed in Barcelona last year – requires Europe to create 700,000 additional researchers positions, the communication points out.

Ausschreibung von Vorziehprofessuren zur Förderung der Schwerpunktbildung und Profilentwicklung der Universitäten
Mit diesem Programm des Bundesministeriums für Bildung, Wissenschaft und Kultur in Kooperation mit dem Rat für Forschung und Technologieentwicklung werden der Ausbau von international konkurrenzfähigen Forschungs- und Lehrkompetenzen gestärkt und die Schwerpunktbildungen und Profilentwicklungen der Universitäten gefördert. Damit werden auch für entsprechend qualifizierte UniversitätsdozentInnen sowie UniversitätsassistentInnen neue Aufstiegs- und Karrieremöglichkeiten geschaffen. Die Universitäten erhalten die Möglichkeit, Anträge auf Finanzierung von zeitlich befristeten Professuren gemäß Universitäts-gesetz 2002 (§§ 97, 98) auf längstens drei Jahre zu stellen. Für die Finanzierung dieser „Vorziehprofessuren“ werden zusätzlich EURO 10,9 Millionen zur Verfügung gestellt.

Preise und Stipendien aus dem Frankl-Fonds
Bis 15. Oktober können noch Bewerbungen für Preise und Stipendien aus dem Viktor Frankl-Fonds der Stadt Wien eingereicht werden. Der "Viktor Frankl-Fonds der Stadt Wien zur Förderung einer sinnorientierten humanistischen Psychotherapie" fördert Forschungsvorhaben in den Bereichen Psychiatrie, Neurologie und und Psychotherapie. In Zusammenarbeit mit dem Viktor-Frankl-Institut und der Familie Frankl werden jährlich ein "Großer Preis", zwei Förderungspreise und zwei bis vier Wissenschaftsstipendien vergeben. Der "Großer Preis des Viktor Frankl-Fonds der Stadt Wien" wird für das Gesamtwerk/Lebenswerk im Bereich einer sinnorientierten humanistischen Psychothe-rapie vergeben. Die zwei "Förderungspreise des Viktor Frankl-Fonds der Stadt Wien" werden für bisher geleistete hervorragende Arbeiten auf dem Gebiet einer sinnorientierten humanistischen Psy-chotherapie an Personen und/oder Institutionen vergeben.
Die Altersgrenze für BewerberInnen beträgt 45 Jahre. Die "Wissenschaftsstipendien des Viktor Frankl-Fonds der Stadt Wien" werden für die Durchführung kleiner wissenschaftlicher Projekte, die einen deutlichen Bezug zur Psychotherapiestadt Wien, zu den in Wien entwickelten Ansätzen und zu den wichtigen AkteurInnen einer sinnorientierten humanistischen Psychotherapie haben, an hochqualifizierte junge Persönlichkeiten (Altersgrenze: 40 Jahre) vergeben.
Fellowship Programme of the Institute For Advanced Studies On Science, Technology and Society (IAS-STS) 2004/2005
The Institute for Advanced Studies on Science, Technology and Society (IAS-STS) in Graz, Austria, offers five grants (EUR 1,000.- per month) for fellowships at the IAS-STS in Graz starting 1 October 2004, ending 30 June 2005. The IAS-STS promotes the interdisciplinary investigation of the links and interactions between science, technology and society as well as research on the devel-opment and implementation of socially and environmentally sound technologies. The IAS-STS pro-vides the necessary research infrastructure, while a number of guest lecturers and workshops foster an atmosphere of creativity and scholarly discussion. Closing date for applications is 15 January 2004. The grants of the fellowship program 2004/2005 are dedicated to projects investigating the following issues:
1. Gender – Technology – Environment
2. Ethical, Legal and Social Aspects of Genome Research and Biotechnology

Klimaschutzpreis für 2003 ausgeschrieben
Die Österreichische Hagelversicherung hat für 2003 den dritten Klimaschutzpreis in den Kategorien Wissenschaft und Journalismus ausgeschrieben (Ausschreibungsunterlagen PDF). Der Preis ist mit insgesamt 3.000,- Euro pro Kategorie dotiert. Prämiert wird die beste Arbeit zu den Auswirkungen des Klimawandels bzw. zu adaptiven oder präventiven Maßnahmen. Einsendeschluss ist der 31.Oktober 2003.
Wettbewerb "ideenreich" sucht nach innovativen Ideen
Was die Menschen "schon immer erfunden haben wollten" können sie nun bei einem vom Infrastrukturministerium (BMVIT) initiierten Ideenwettbewerb einreichen. Alle ÖsterreicherInnen sind aufgerufen, ihre zündenden Ideen auf der Homepage "http://www.ideenreich.at" öffentlich zu machen. Für die Sieger einer Jury- und einer Publikumsbewertung winken nicht nur Preise, sondern möglicherweise auch die Patentierung und Realisierung der Idee. Die Bevölkerung sei aufgerufen, "Erfindungen, die uns das Leben erleichtern" beim Wettbewerb einzureichen, wird Infrastrukturminister Gorbach in einer Aussendung der Austria Presse Agentur zitiert. Technische Innovationen seien ebenso gefragt wie Produktideen, aber auch nur Wünsche oder Problemstellungen könnten formuliert werden. Es komme nur auf die Idee an, die ausgefeilte technische Umsetzung sei nicht Bedingung, sagte Gorbach. Zielgruppen sind sowohl Einzelpersonen als auch österreichische Klein- und Mittelbetriebe. Alle seriösen Einsendungen werden auf der Internet-Plattform "http://www.ideenreich.at" aufgenommen und einer breiten Öffentlichkeit vorgestellt. Ideen, die in ein wirtschaftlich interessantes Forschungs- und Entwicklungsprojekt münden, sagt Gorbach Unterstützung seines Ressorts sowie des Forschungsförderungsfonds für die gewerbliche Wirtschaft (FFF) zu. Einsendeschluss ist der 16. November.
START-Programm für junge Wissenschafterinnen und Wissenschafter
Das START-Programm dient der Förderung von in Österreich tätigen promovierten NachwuchswissenschafterInnen, die – gemessen an internationalen Maßstäben – bereits einen herausragenden wissenschaftlichen Werdegang vorzuweisen haben und für die Zukunft beträchtliche Leistungen erwarten lassen. Der Preis in einer Höhe von bis zu 200.000 EUR pro Jahr soll eine finanzielle Absicherung der Forschung über einen Zeitraum von 6 Jahren sowie den Aufbau bzw. Ausbau einer eigenen Arbeitsgruppe ermöglichen. Das Programm richtet sich an ForscherInnen aller Fachdisziplinen. Es existieren keine Quotenregelungen für einzelne Gebiete.

European Young Investigator (EURYI) Awards
Ziel der European Young Investigator Awards ist es, exzellenten jungen Wissenschafterinnen und Wissenschaftern einen fünfjährigen Aufenthalt an einer europäischen Forschungseinrichtung zu ermöglichen: Das von der ESF ausgeschriebene Programm, an dem 18 europäische Förderorganisa-tionen teilnehmen, richtet sich an WissenschafterInnen aller Fachdisziplinen aus der ganzen Welt. Voraussetzungen sind: zwei bis zehn Jahre Postdoc-Erfahrung, ein exzellenter "track record" und das Potential zu internationalen Spitzenforscherinnen und Spitzenforschern auf ihrem Gebiet zu werden. Einreichfrist ist der 15. Dezember 2003.

Der Umweltpreis 2003 der Österreichischen Gesellschaft für Umwelt und Technik wird heuer in vier Kategorien vergeben. Einreichfrist ist der 17. Oktober 2003.
Forschungspreis der Österreichischen Krebshilfe
Zur Förderung wissenschaftlicher Arbeiten auf dem Gebiet der Krebsforschung wird von der Österreichischen Krebshilfe ein jährlicher mit Euro 7.267 dotierter Forschungspreis zur Verfügung gestellt. Einreichungen bis 31. Oktober 2003.
Wolf Theiss Award
Der Wolf Theiss Award wird in Kooperation mit der Wiener Tageszeitung Der Standard seit 2000 jährlich für eine hervorragende wissenschaftliche Arbeit zum österreichischen und europäischen Wirtschaftsrecht oder zum internationalen Wirtschaftsrecht mit eindeutigem Österreichbezug ver-geben. Preisgeld sind Euro 10.000. Einreichschluss ist der 26. März 2004.
Oberbank-Wissenschaftspreis
Nach der erfolgreichen, erstmaligen Ausschreibung im Jahr 1993 wird der Oberbank-Wissenschaftspreis heuer zum sechsten Mal in Zusammenarbeit mit der Johannes Kepler Universität Linz und dem WirtschaftsBlatt ausgeschrieben. Die Vergabe erfolgt in drei Kategorien: Wissenschaft (wissenschaftliche Arbeiten), Universität (Diplomarbeiten), Fachhochschule (Diplomarbeiten). Einreichfrist ist der 31. Dezember 2003.

Arbeiten zum Thema Industriegase können bis 31. Oktober 2003 zum 3. Internationalen Messer Innovationspreis eingereicht werden.
Philip Morris Forschungspreis 2004
Die Philip Morris Stiftung fordert Wissenschaftlerinnen und Wissenschaftler auf, sich mit wegweisenden Projekten für den Philip Morris Forschungspreis 2004 zu bewerben. Der mit insgesamt 100.000 Euro dotierte Preis wird seit 1983 jährlich an vier Wissenschaftler oder Forscherteams verliehen. Ausgezeichnet werden herausragende natur- und geisteswissenschaftliche Forschungsleistungen, die innovativ und zukunftsweisend sind, moderne Technologien verantwortungsvoll nutzen oder marktgerechte Lösungen bieten. Bewerbungsschluss ist der 15. Oktober 2003.
Fulbright Student Grants, 2004-2005
This grant program is designed for young academics in most fields who are interested in studying for a graduate degree (Master’s or Ph.D.) in the United States. All graduate studies, with the exception of medicine and veterinary medicine programs, at accredited American universities can be considered. It is possible to complete similar continuing studies programs, such as Health Care Management, Public Health, or non-clinical programs in the field of medicine.
